Metadata readers and shutter count web sites such as ( How to find the Shutter Count on my Fujifilm?) chose to work around this problem by masking out the high order bit and just counting using 15 bits. When the count was first implemented Fuji chose to set the high order bit to 1 - so a shutter count of one would appear as 32769 in decimal - or 1000000000000001 in binary.
Sixth it has been implemented slightly differently on the X-T4. Fifth the tools and web sites that display this tag as shutter count do not always interpret it correctly.
